A fierce gang of young people that controlled areas in Vitoria has been dismantled.

The Civil Guard has carried out the arrest of five individuals in Vitoria-Gasteiz, who are members of a youth group, for their alleged involvement in crimes that include membership in a criminal organization, robbery with violence and intimidation, offenses against public health, conspiracy to commit robbery with violence and intimidation, and illegal possession of weapons. The proliferation of organizations that use minors to carry out criminal activities has become increasingly common in the country.

The Armed Institute has conducted two searches at the homes of the most relevant alleged members of the group, in addition to another in a storage room, where agents have confiscated various materials that will be subjected to further analysis.

Between the years 2021 and 2025, the Civil Guard managed to dismantle two similar groups in the province, which also operated in other regions of the national territory. The intervention carried out in 2021 marked the first time that the presence of a violent youth group was confirmed in the Alava capital.

The uniqueness of these groups lies in the fact that they are part of a network established in Spain, composed of multiple blocks that present a defined structure, specific codes of conduct, rigorous internal discipline, a strict doctrine, and a hierarchy with clearly established ranks.

Investigations suggest that the emergence of these collectives is a consequence of the expansion trend of such organizations throughout the national territory, with the aim of increasing their territorial control and, consequently, their power and criminal capacity. The interest of young people in joining these groups is largely due to the search for a group identity or sense of belonging.

The dismantled groups are distinguished by the use of specific colors in bandanas, caps, laces, or bead necklaces, as well as by symbols and numbers, hand gestures, tattoos, graffiti to mark their territory, a particular jargon, and internal nicknames, in addition to a notable presence on social media, where they display weapons, assaults, or music directed at their rivals.

They also express their belonging to the group through graffiti or tags on the streets, indicating the territories they consider under their control. In this way, they have marked the areas they consider theirs with the group's name and have recorded tags against their opponents. They also identify themselves through tattoos and pendants that include their code. On social media, the group presents itself using hashtags, and its members pose making various identifying hand gestures.

These types of groups are characterized by the use of violence and the recruitment of minors, whom they enlist to commit crimes, taking advantage of their lesser criminal responsibility. These activities generate significant social alarm in the neighborhoods or localities where they establish themselves.

The operation is part of the Action and Police Coordination Plan against Violent Youth Groups, which has been updated by the Ministry of the Interior through the Secretary of State for Security. This update allows for the adaptation of prevention and police response to the current reality of these organizations, in order to reduce or mitigate the impact and social alarm they generate, improve the protection of the most vulnerable victims, especially minors, and eradicate or diminish the level of violence and the crimes committed by these groups.

In this framework, the Civil Guard has been continuously carrying out various investigations aimed at monitoring and dismantling these groups, highlighting among the adopted measures the increased police surveillance of social media, a particularly risky area due to the intense activity that violent youth groups maintain on these platforms to coordinate violent actions, showcase their aesthetics, and recruit new members.
