La reciente agresión al vehículo de la diputada de Ceuta Ya!, Julia Ferreras, el 20 de septiembre, es un claro ejemplo de cómo el malestar social puede desencadenar actos de violencia que ponen en riesgo la seguridad de todos. Este fenómeno no solo debería ser motivo de reflexión, sino también de acción por parte de las autoridades competentes.

El ataque a Ferreras, donde un grupo de personas lanzó piedras y huevos al coche en el que se encontraba, pone de manifiesto la peligrosidad de una situación que parece normalizarse en la ciudad. La intervención policial fue crucial para que la diputada y su abogado, Rafael Borrego, pudieran abandonar el lugar sin mayores incidentes. Sin embargo, la agresión no es un hecho aislado, sino que se inserta en un patrón de hostigamiento y violencia que ha ido en aumento en los últimos meses. La denuncia presentada por Ferreras y Borrego es un paso necesario, pero no suficiente, si no se toman medidas efectivas para abordar el contexto que ha permitido que estas agresiones ocurran.

El ambiente de violencia ha estado acompañado de ataques a asentamientos migrantes en zonas como el Trampolín y Benítez. En agosto, se reportaron actos de vandalismo que incluyeron la quema de refugios y la destrucción de pertenencias de aquellos que se encuentran en una situación de vulnerabilidad extrema. Las acciones de grupos que bloquean el acceso de vehículos de Cruz Roja, impidiendo la entrega de alimentos, reflejan un desprecio alarmante por la dignidad humana. Estas acciones no solo despojan a los migrantes de lo poco que tienen, sino que también revelan una falta de empatía que trasciende las fronteras de la solidaridad comunitaria.

A la violencia física se suma un fenómeno de hostigamiento verbal hacia los ceutíes musulmanes, quienes son erróneamente identificados como "extranjeros" en su propia tierra. Testimonios recogidos por medios de comunicación como El País revelan que algunos vecinos han sido objeto de insultos y exigencias de identificación, lo que plantea serias preguntas sobre la convivencia en una ciudad que, históricamente, ha sido un crisol de culturas. La dignidad de cada individuo, independientemente de su origen o estatus migratorio, debe ser preservada y defendida.

La situación también ha afectado a los periodistas, quienes han denunciado agresiones y acosos durante las movilizaciones. El derecho a la información es fundamental en una democracia, y cuando se intimida a quienes buscan documentar la realidad, se priva a la sociedad de conocer la verdad. La capacidad de una comunidad para escuchar y ser escuchada se ve comprometida cuando se silencia a aquellos que intentan contar su historia.

La crítica a las autoridades, incluido el presidente del Gobierno y el delegado del Gobierno de la Ciudad, es esencial. La exigencia de respuestas y responsabilidades es un pilar de la vida democrática. La deshumanización de las víctimas permite que la violencia sea presentada como una forma de defensa de la ciudad, un argumento que debe ser cuestionado y rechazado enérgicamente.

El auge de la ultraderecha en Ceuta es un fenómeno inquietante que fomenta la exclusión y la búsqueda de chivos expiatorios. La tendencia a culpar a los migrantes por los problemas locales es peligrosa y puede llevar a una erosión de la cohesión social. Es fundamental que la ciudadanía no acepte diferentes grados de protección basados en el origen o la apariencia, sino que defienda una Ceuta inclusiva y solidaria.

La ambivalencia en la respuesta de la comunidad hacia la gestión de la migración es evidente. Por un lado, se exige al Gobierno que retire a los migrantes de las calles y playas; por otro, se descalifican los espacios destinados a su acogida. La movilización del 5 de septiembre en contra de las instalaciones del puerto, donde se insultó a los trabajadores que preparaban las carpas, es un claro ejemplo de esta contradicción. La falta de un plan coherente para abordar la situación migratoria, unida a la resistencia a ofrecer soluciones viables, perpetúa el ciclo de desamparo y violencia.

La acogida provisional de migrantes es una necesidad urgente que debe ser abordada de manera eficiente. Proporcionar un alojamiento digno no solo es un acto de humanidad, sino que también permite organizar la atención y reducir la permanencia en asentamientos improvisados. La colaboración entre el Gobierno central y la Ciudad de Ceuta es crucial para establecer un marco que facilite una acogida digna y efectiva.

El Gobierno de Ceuta ha condenado el ataque a Julia Ferreras, lo cual es un paso positivo, pero debe ser seguido por acciones concretas que protejan a las víctimas y garanticen que se investiguen las agresiones. La responsabilidad política no solo se mide por las declaraciones, sino también por la capacidad de mitigar la tensión en momentos críticos.

Finalmente, mi solidaridad se extiende hacia Julia Ferreras, sus acompañantes y todas las personas que han sido agredidas o amenazadas. Ceuta merece recuperar la tranquilidad y la seguridad en sus calles, así como restablecer la confianza entre sus vecinos. Exigir soluciones implica también facilitar su construcción, creando un entorno en el que todos, independientemente de su origen, puedan coexistir en paz y dignidad.

I am concerned that Ceuta is becoming accustomed to violence. That an aggression is dismissed by saying that people are fed up and that the suffering of some ends up being used to justify harm to others. The discomfort of the neighbors deserves urgent responses. Precisely for this reason, those with public responsibilities must prevent that discomfort from becoming an excuse to persecute people or to hinder measures that could alleviate the situation.

The attack on September 20 against the car of Julia Ferreras, a deputy of Ceuta Ya!, should make us react. A group of people threw stones and eggs and struck the vehicle while she and her companions were inside. Police intervention allowed them to leave the area. Ferreras and lawyer Rafael Borrego filed a complaint. Surrounding a car and smashing its windows endangers its occupants, whoever they may be. (elDiario.es, September 20)

Prior to this, there had been attacks on the settlements around Trampolín and Benítez. Reports from late August documented destruction, burning of shelters and belongings, and blankets and mattresses thrown into the sea. Access for Red Cross vehicles carrying food was also blocked. Additionally, there are reports of assaults and harassment against Muslim Ceutans, who are marked as foreigners in their own city. El País has collected testimonies from neighbors who were insulted and asked to identify themselves when they were mistaken for newcomers. No one should have to prove their belonging to Ceuta in front of a group of individuals. And no migrant loses their dignity or their right to be safe due to a lack of documentation. Journalists have also reported being hit, insulted, and threatened during the protests. Reporters from very different media outlets have suffered this harassment. When those who record or ask questions are intimidated, it hinders society's ability to know what is happening. A city that needs to be heard harms itself when some try to impose by force what can be said about it. (El País, September 8)

Criticism of the President of the Government, the delegate, and the City Government is necessary. Asking for explanations and accountability is part of democratic life. Insults do not resolve any of the shortcomings we face. And those who take advantage of a demonstration to surround, pursue, or intimidate someone are abusing the power of the group. The responsibility of the organizers must include an unequivocal rejection of such behaviors.

Since the beginning of this crisis, hate speech has been fueled with terms like "invasion" and "invaders." Presenting people as an enemy to be fought prepares the ground for any insult, persecution, or aggression to find an excuse. Thus, violence is attempted to be sold as a defense of Ceuta, and humanitarian aid as a betrayal. This dehumanization makes it easier to stop seeing the victim and justifies the harm they receive. In my opinion, the far-right in Ceuta is losing its mask. Its exclusionary discourse offers a dangerous outlet for discontent: seeking people to blame for their origin and turning solidarity into a reason for suspicion. I am concerned that this way of understanding the city is gaining ground and that we will end up accepting different degrees of protection based on one's name, appearance, or ideas.

In the images of the attack at the port, a Spanish flag and a banner with the Cross of Burgundy appear. Carrying them does not alone demonstrate belonging to an organization, but it also does not mitigate what happened. The Spanish flag also belongs to Muslim Ceutans and to those who are being targeted. No flag or cross turns an aggression into patriotism. (Photographs from elDiario.es)

Furthermore, there is a contradiction that needs a public response. The Government is being asked to remove immigrants from streets and beaches while promoting rejection of spaces to house them. On September 5, El País documented protests against the port facilities and quoted a neighborhood representative saying, "We don't want them here, period." The report also recounted insults directed at workers setting up the tents. (El País, September 5)

How are we going to clear the streets if we reject the places to accommodate those who are in them? Encouraging the rejection of any location, without proposing a viable alternative, complicates the work of those trying to organize the reception. Each missing square means that someone will continue to sleep outdoors and that neighborhoods will continue to endure a situation that we all want to resolve.

Residents have the right to know about the projects and to demand safety, cleanliness, and adequate conditions. Technical objections must be studied seriously. If a location presents risks, those must be corrected or another site must be sought. But that discussion needs concrete proposals and timelines. Rejecting all available locations ultimately shifts the problem to another neighborhood's sidewalk, without solving it for anyone.

Provisional reception is an immediate necessity while authorities process each person's situation. Dignified accommodation allows for organized care and reduces the time spent in improvised settlements. The central government must provide resources, explain its decisions, and be accountable for its mistakes. The City must collaborate within its responsibilities. The population needs to know what is being done and when there will be results.

The Government of Ceuta has condemned the attack on Julia Ferreras and has expressed its support. This condemnation is necessary and must be sustained. Institutions must protect victims, facilitate the investigation of assaults, and avoid messages that target entire groups. Political responsibility is also measured by the ability to reduce tension when it is easier to exploit it. (EFE, September 21)

My solidarity with Julia Ferreras, her companions, and all those who have been assaulted or threatened. I want Ceuta's families to regain their peace of mind and for no one to have to sleep on a beach or fear persecution. Demanding solutions also requires facilitating their construction. Ceuta deserves to reclaim its streets safely and to preserve something that would cost much more to repair: the trust among its residents.
