They say that time puts everyone in their place. On June 18, 2025, the former Government Delegate in Ceuta, Salvadora Mateos, declared in court that the order to return children to Morocco was executed because she trusted the Minister of the Interior, Fernando Grande-Marlaska.

“He was the only minister who had relations with Morocco,” she stated. She relied on that and ended up being condemned. This was the judicial outcome of the 2021 crisis, the scapegoat of a process that had the full backing of the Interior Ministry.

Marlaska remains responsible for an area that, in mid-2026, is more scrutinized than ever following the massive entry of thousands of Moroccans through the Tarajal breakwater.

What started as a sort of copy of the May crisis ended up overwhelming it. Even today, it is unclear how many were able to enter during those days of genuine chaos.

This Monday, the now former Government Delegate, Miguel Ángel Pérez Triano, left his power position in the Plaza de los Reyes to break away from everything. But before he did, he said a phrase that must be analyzed: “I fulfilled my responsibilities, we communicated what was happening, and I requested reinforcements. We had been issuing reports and daily communications since before the 30th because that is the task that corresponds to us.”

“For weeks prior, we were managing a serious migration crisis, and we issued reports and daily communications. That is what we had been doing long before July 30 because it is our responsibility. I know that we represent the Government of Spain, but our competencies are what they are.”

Once again, the shadow of Marlaska looms. Once again, the same minister whom Mateos trusted until she ended up condemned, and the same one to whom Triano confesses he had communicated everything happening in the city. He is no longer a delegate, has filed complaints against him, and Judge Tardón will call him to testify.

The minister responsible for ordering security measures, the one who communicates with Morocco, the one who spent less than 48 hours in Ceuta, is being pointed out from all quarters. The shadow of the Minister of the Interior is long. And in this Ceuta crisis, even more so.

The former chief of staff of the Government Delegate, Gonzalo Sanz, testified this Thursday as a witness before Judge María Tardón, who is investigating the attack on Ceuta that occurred on July 30.

What he said hides genuine gems in that sketch that her honor will have to create in the pursuit of responsibility for what happened on that July 30, the day a disaster began to unfold, the day dozens of people died crushed and drowned.

Sanz stated that on July 23, he drafted a report outlining the migration pressure occurring in Ceuta, with a significant increase in the number of entries by swimming from Morocco.

On the same day he put in writing what was happening at sea, El Faro published a double report titled ‘Migration Pressure in Ceuta, at the Limit.’

Sanz prepared that draft for subsequent delivery to the Government Delegate, Miguel Ángel Pérez Triano, who should have forwarded it to Madrid because it already indicated that what was happening in Ceuta did not fall within the parameters of other summers.

In that draft report, labeled “alarming,” Sanz noted the significant spike in entries by swimming that were being recorded as a result of the application of the Supreme Court ruling.

He does not know what happened to that report, whether it reached Madrid or not, because the one who must answer those questions will be the former Government Delegate, who already repeated in his farewell that he informed Madrid about everything, even when the entries began at the breakwater, and it seems that no one believed him.

Now that report is in the hands of Judge Tardón. Her honor knows in detail what Sanz, Triano's right-hand man, documented in a draft before the disaster occurred. What will need to be answered is whether that document reached Madrid or if modifications were made.

From the Delegation, Madrid was warned about the seriousness of what was happening. Continuous alerts were sent, as were those from the Autonomous City, something Sanz confirmed, which supports the veracity of Juan Vivas's statement, which was called into question by Moncloa.

On the 30th, amid the escalation of entries through the breakwater, no order was given to close the border, as was done in Melilla.

The order to do so should have been given by the Minister of the Interior, Fernando Grande-Marlaska. That information was not communicated to the National Police. The gate of the breakwater, which remains open today to facilitate returns, was also not closed, leading to a confrontation between the Civil Guard and the Police, who had differing criteria regarding how to proceed.

Gonzalo Sanz went to the court with documents to present to Judge Tardón, also with his mobile phone to be cloned to access all the messages, many of which were unknown and were not subject to declassification by Moncloa.

The investigation must clarify what information exactly reached the Interior Ministry, when it was received, and what decisions were made before the situation spiraled out of control.

Time puts everyone in their place. The clock that was activated on July 30 continues to tick toward the end of an investigation that has a clear maximum: to uncover the truth.
