El Gobierno ha afirmado que ha disminuido el número de inmigrantes en Ceuta, mencionando que hay cerca de 9,000 menos que en agosto. No obstante, la realidad en las calles sugiere que la situación sigue siendo crítica, especialmente para aquellos que no solicitan protección internacional. La mayoría de estos inmigrantes enfrentan un proceso de devolución que, a pesar de los recursos que puedan presentar, sigue su curso. En contraste, aquellos que tienen derecho a solicitar asilo deben ser aceptados en el sistema, aunque los plazos para la resolución de sus solicitudes se están acortando.
